Fairfax, Va.— The National Rifle Association’s Institute for Legislative Action (NRA-ILA) is disappointed in West Virginia Gov. Earl Ray Tomblin’s veto of HB 4145, a permitless concealed carry bill that allows law-abiding West Virginians to carry their firearms in the manner they see fit.
