There is a famous latin phrase Ignorantia juris non excusat (ignorance of the law is no excuse). There is a lesser known phrase I have on my desk in my law practice ignorantia juris nocet (not knowing the law is harmful). Both of these phrases are very much correct and this article will demonstrate why.

Can a state pass a law invalidating (nullifying) all federal laws within the state boundaries? Could the state of Utah, for example, nullify all federal firearm laws within the state allowing residents to freely build and own fully automatic rifles or other NFA weapons? Could the state of Utah likewise pass a law nullifying all federal income taxes for remunerated labor performed within the state of Utah? The answer is, of course, an emphatic NO.
