POLL: If Someone Has A Negligent Discharge, Should They Be Required To Undergo Training?

This question has come up due to a recent story in which the 6-year-old daughter of a friend of mine, was present and just a few feet away from a negligent discharge inside a restaurant. It was all caught on camera, and someone suffered a bullet to the leg.

The big question came up for my friend, who found out that the person who had the ND wouldn’t be charged (because it’s not a crime); Should a person, who has a negligent discharge that could have, or did, injure another person, be required to undergo training as a result?
