A 31-year-old man died after he was shot during an altercation with another man outside of an Indianapolis apartment complex Sunday evening, but police say the shooter appears to have acted in self-defense.
The incident unfolded around 6:30 p.m. and according to witnesses, a man who was later identified as Keith Banks was in his car doing donuts in the parking lot and acting erratically with several small children nearby. Several people called the police to report the behavior, but before officers arrived, Banks left.
However, after officers came and went, Banks returned to the apartment complex, apparently infuriated that someone called the police. It was then that Banks started threatening to shoot people.
During this time, Banks started chasing a witness, yelling and threatening to kill him. But that witness was carrying a concealed handgun and shot Banks multiple times. The man then left, went to a nearby gas station and called the police to report what happened.
Banks was transported to a hospital where he later died.
The armed citizen, who authorities confirmed has a handgun permit, was taken into police custody for questioning and later released.
