WASHINGTON, D.C. — If you recall, the District of Columbia was sued because of their laws infringing upon the Second Amendment, specifically the right to bear arms in public places. In the case Palmer v. D.C., Judge Frederick Scullin ruled in favor of the plaintiff, requiring D.C. to have a provision for the bearing of arms.
