As law enforcement continued to work to clear the site of a the mass shooting in San Bernardino, California, President Barack Obama demanded Congress take action on stricter gun laws.

He said the U.S. has shooting violence unparalleled in the rest of the world.

“We should never think this is something that happens with the regular course of events, because it doesn’t happen with this frequency in other countries,” Obama told CBS News Wednesday.

He again said there should be stricter background checks.

“For those who are concerned about terrorism, we have a no-fly list where people can’t get on planes, but those same people who we don’t allow to fly can go into a store and buy a firearm, and there is nothing we can do to stop them,” Obama said. “What I do know is there are steps we can do to make Americans safer.

San Bernardino police said there are up to three possible suspects in the shooting at a social services facility, which aids people with disabilities.

As many as 20 were reportedly shot, with at least 12 dead, according to news outlets.
